Though the same sex activities were legalized, the topic of homosexuality is a taboo after all.
It is primarily due to the religious factors.

Bolivia is a Catholic country. In 2010, more than 90% of the population is accounted to be
Roman Catholic or Christianity. Most Bolivians are born into
Roman Catholicism. This religion does not welcome homosexuals because gay sexual activity is
deemed immoral. As Catholicism is the state religion, there is no room for public debate to challenge
the catholic. Deep rooted religious concept has shaped social manner that oppose homosexuality.

Bolivia bishops even openly discouraged government to adopt a bill allowing same- sex
marriage. According to them, same sex couples are not capable of “generating life, ensuring
the full development of children and ensuring the continuity of society,” That a child grows up
in such environment only does harm on their psycho-social development. They encouraged
people to “defend the principles and values of marriage and the family as institutions” which
brings “true human happiness and contribute to the stability and continuity of society.”However,
in their perspectives, disapproval to same sex marriage doesn’t equal to discrimination. It’s
already respectful to them when regulating the common law against sexual discrimination.
